Requirements: 

You must download Trains, Trucks, Emergency & Service Vehicle Templates 2.5 by Thero on 5Mods - www#gta5-mods#com/vehicles/air-port-service-and-service-vehicles-template-pack for the Stockade meshes, the vanilla meshes will not appear correctly.

UPDATE 1.1 

Missed Casey, the guard taken hostage in the cut scenes. Those files are now added to the main file structure. Sorry for the inconvenience.
