The Ragged Flagon entrance behind the Riften Stable and Honeyside.

When doing Thieves Guild Special Job Quests, 

you must many times to go to the Ragged Flagon. 

But first you must go to the Cistern or to the Ratway.

You can direct go inside to the Ragged Flagon with this mod 

if you don't prefer to use console commands.

After discovering, you can fast travel.
