To get the hoodies working you will need 4NG4H'S paid May pack. 

x64v.rpf → models → cdimages → streampeds_players.rpf → player_one 

Drag and drop the files from the zip folder and enjoy. I recommend using Menyoo Spooner to get this working as it is the only mod menu i have tried and successfully got. Other mod menus will work too.
