I created a bat file for you to download. And as with most bat files, it goes in the same directory as fallout4.exe.

You just download it to your fallout directory, then when you start a new game or even when you load a saved game, you hit ~ to open the console and type "bat lights" without the quotes.

The 6th number, 0.3 is the one that's changed and creates the affect. You can change that up or down until you get what you want by just opening the bat file and changing it

As far as I know, this works with or without all DLCs. I have them all and it works great for me.
