Install Instructions:  

Drop both the PNG and Save file into your C:\Users\YourUserName\Documents\The Witcher 3\gamesaves with the game closed.  Launch and look for ManualSave_CleanStart.

I made this save game for those trying to debug their mod selection and didn't want to have to go through the pain of the opening cinematic and tutorial section.
